F04 is a mechanism issue; the µProcessor doesn't know the position of the mechanism.
Take it to a Panasonic Service department for service.

Vcr national Panasonic NV-G10EM, head rotates, play and other control buttons are dead

I would monitor IC6001 for reel and tape in sensor signals.
No tape in sensor signal and it won't play etc as it won't know there is a tape in it.

I have a Panasonic NV-VP60GL, it has repeatedly come up with error code f04. From what I've been advised this is to do with the loading motor. I replaced said motor and still get problem. Help please?

F04 actually just means the mechanism locks during unload. The load motor can indeed cause this, but it can be working fine, but the timing might be out. This could be something to do with the mechanical parts of the mechanism. You should examine it for broken or worn plastic parts.

Panasonic NV HV 62

I think that code might mean that the mechanism is getting stuck as it tries to unload the tape. Look around for signs of damage and examine the Loading Motor.

Error F04

You have a K Mech model. F04 is the code for "Mech locks during unloading". The cause of this is the Load Motor Timing.
You can get service information for the K-Mech from service manual site ESI. It was free when I download it last. Also it gives instructions on how to get trapped tapes out!
Any problems getting hold of it let me know.

Panasonic VCR NV-HD642 - F04 Error

You sound like you have a K Deck Model. If this is the case F04 means that the mechanism locks during unloading.
The apparent cause of this is the Load Motor timing.
