Hello and thanks for reading! Model: 22V40 F1 Manuf: 2008 Flare safety glass tube ruptured in 2018 and was replaced. No further maintenance on burner chamber performed at that time. Current issue: Burner starts perfectly blue. Over the course of the next three minutes, the flame progressively gets more and more yellow, until it is almost entirely yellow and sooting up the burner assembly surface. Work performed: 1. Burner assembly and ceiling of the burner chamber entirely cleaned and vacuumed. 2. Flame arrestor grill assembly cleaned but only had a small amount of debris on it to begin with. Debris was orange and black flecks. See photos. 3. Orifice inspected and shows to be clean. 4. Gas pressure was just checked by PNM after being turned back on. Furnace and dryer function normally so it does not appear to be a overpressure gas issue. 5. Thermocouple appears normal. 6. Inlet Air Supply has never been blocked and is completely clear of any dust or debris. Unit is installed in an open-air garage. What could be the source of the burner still burning yellow flames? Yellow flame is due lack of combustion air. The optimum solution is to replace heater. It will not get any better. You will be going nowhere throwing parts and money at this. I know WH are expensive, i replaced mine last year and was shocked by the over $800 the WH cost at Home Depot.
Rheem FVIR or TRD uses glass vial
When water heater experiences FV flammable vapor event, the glass vial breaks, causing spring door to snap closed cutting off air to combustion.
On Rheem/Ruud/Richmond/GE, if glass vial breaks, you need a new tank. Or Rheem or GE may send you part. Or, in case water heater is still under warranty, return heater to place of purchase for exchange.

Check that system is for natural gas and not set for propane ----check vent not dirty /clogged---check valve for failure--debris---orifice/nozzle debris
Check burner is not split , check flue is not blocked , check burner presure at heater not meter .
