each model of PC by them have different locations of the jumpers and sure named different. next time show failing screens. we can not guess what is wrong with the PC, lacking that photo or is the screen DEAD.
the BIOS PW screens all show unique prompts not told by you and matters.
if you lost the PW say so. some of these have 3 jumpers, for 3 reasons see? and guessing will be folly.each model of PC by them have different locations of the jumpers and sure named different.
next time show failing screens. we can not guess what is wrong with the PC, lacking that photo

only the service manual covers this and is not sold to the public, only to there authorized service centers but we do know where they are, (B500 , G1/G2 and 3 x's (we can not type 3 x's here) and more.

Check your settings,both bios and display,for the display priority.Either the settings has been set to inbuilt display and thus cant display on external monitors or the external monitors have been disconnected in bios settings
Get onlineand got to www.google.com In the google search box type: "ToshibaSupport" (without the quotes and put your manufacturer name before Support). Look for downloads and drivers. Enter your model number and operatingsystem when requested. Look for Manuals and search them for Bios Password.
The keyboard is made that limited to no service can be done, replacement of the entire keyboard is required. Short term solution is use external keyboard if available.
CPU is over heating needs to be re greased not an easy job would recommend taking it to a shop for repair using it in this state can cause critical irreproachable damage

You do not have bluetooth on this Toshiba Satellite L655-171 according to the spec sheet I found at this website...
But you can buy a bluetooth dongle and have bluetooth on this computer.
