Kenmore elite model 110.25062500 water is filing but not keeping water inside the bin.
So the water is filling but not retaining water in the bin. It is draining out at the same time throughout the whole wash and rinse cycle. What might be the issue? Thanks

1 Remove the ice bin from the freezer.
2 Fill a turkey baster with hot water.
3 Spray hot water from the turkey baster into the tube at the back of the ice maker, which may be frozen or clogged.
4 Repeat spraying water into the tube until the blockage or frost is removed.
5 Replace the ice bin into the unit.

It sounds like the water inlet valve is letting water enter the machine at times when it shouldn't.
The valve can be replaced and is part number 8181694 it runs about $40.00. The valve can be accessed by taking 3 screws out of the machine top located on the back of the machine, slide the top up and back to remove. The fill hoses connect to the valve in the back and the remainder of the connections are inside from the top.
go to www.applaiincepros.com and look up your modle it could be the defrost timer but not sure, if the fridge was built after 1991 it is energy star, but there are big differences even from 5 years ago on energy useage.
sounds like you have a bad fill valve it should only let water into the machine when the fill valve is energized. If water is coming in when unit is not in use change the valve.
remove top replace fill valve left rear be sure not to remove the screens inside valve except to clean but be sure to reinstall or trash may get into valve and not allow proper shutoff
i assume that the warer is turn on at the warer valves if so then do you have voltage at the water valve if not then water pressure switch could be bad or main control board could be bad
