the PW is so strict in you case that all bios HOT KEYS ,WILL BE DEAD AND ONLY GAIN YOU THE
password locked question small window.... this is Admin locked. (best is never use this unless work for CIA.
the problem is Dell will not help now, back in say 2009 yes, but now with zero purchase receipts slot online.
the classic history of this problem is complex but here is a macro list of history
most PC deskops have jumper for Pw_CLR. not laptops.
1: remove coin cell battery, (a new one is necessary later, and NVRAM resets PW. (many old PCs do this)
2: then EEPROM PC dedicated chip stored. th back door PW can work.
3: later they only allow burning this chip( programmer eeprom) with a new BIN file (binary ROM)
4: and last TPM clocked, this needs new mother board or direct DELL intervention. to cure it (a burn file)
the hope for you is back door PW , built in to the PC, hit enter 3 times to see the hint in the box. popup
if you see that be happy as there is a cure.
as you can see each year gets progressively more difficult, avoid using any BIOS PW. or the whole PC and all data you held is gone. for sure not turn on TPM in BIOS if seen slot online ,
and last of all, you never said BIOS nor windows PW
when posting about PW show your locked screen we can not see now. so we can see what PW CLASS it is.

this is your coin cell, not one lasted 13 years, we replace it first.
if dead or below 2.9vdc it is bad,
and if dead, the BIOS will Lie to you about 64 times (1/2 of 128 bits set wrong) lie like a dog it will
CMOS means battery powered NVRAM. and is BIOS settings storage, and must never be bad.
and never ever trust any BIOS lies with a dead coin or go crazy or broke fast guessing wrong.
$1 coin, at walmart exit lane 15 get one. put it in and reset BIOS if it lets you.
the big battery is bad to this old and if shorts it may catch fire,so remove it from the home (far)

A PC this old , you will have huge problems, if the CMOS battery is dead or below 2.9vdc (falling fast)
will lcause BIOS ERRORS max.(chaos with lost BIOS setting and or PW setwrong)

some can be reset with RTC CMOS battery pulled, only on the most old PC do this.
some web sites promise a code, for like $15 and money back if fails.
the RTC COIN cell CMOS battery for NVRAM is no good. at 3 years old
it can not be ignored, this battery PC will play all day long with HUGE PC BATTERY removed on AC power only.
the coin cell is due, BIG TIME. NOW, if that old. only you know age, if not bought USED PC not told.
ask as Dell.com too, but most times now, they will not help much, they may ask for proof of ownership, hard to do.

it looks like Pigs tailed, RTC battery, that has 2 wires and plug and easy to find and buy on ebay.
all that are pig tailed and CR2032 inside work , red wire is plus polarity on all.

this is advice. only mine, do not short CHIPS out as a solution or risk bricking the PC forever
Do not complain if a hack fails (back door PW)
as no 2 PC made are the same, ever,. (unless is exactly and in sAME COUNTRY )
if one service provider fail try others.
and do not use PW admin locks ever, and not NOT BE IN THE PICKLE JAR.
this PW stuff is a double edged sword
1: edge 1, is hard nut security , DOD,DOD,CIA,NAS, and the like they must use it but not you.
2: edge 2, lost all your data you did, join the COULD YET?
on new PC 2020 up and UEFI locked as most or all are, there is no cure, (sword 2)
only you can protect your self using external to PC backup or use the cloud

OP I can not see your screen at all there are over 7 levels of Password blocks (access) on PC.

hit enter key 3 times get this weird key< (codes) that is the PW clue to BIOS.amin, those can be broken
