75" LG tv has sound but no picture

Ok good, go to the power board look for connector 201 and make sure you have 13.2 volts on pin 5, this voltage is critical on this model TV, it needs to be + or - .1 volts, also set the meter on AC and make sure you have under .2 volts ripple. Having the same exact issue with the exact same model. Replaced the tcon board, and that did nothing. Checked the voltage on pin 5 at connector 201, and not getting anything close to 13.2 volts.
