Green LED turns off. Fans don't come on. It makes no sound or anything
Could be frozen. try holding power button in for 30 seconds to do a forced power down and then press the power button after about 20 seconds and see if it will boot up.

You should only hear 1 beep. That 1 beep is power on self test, known as P.O.S.T.
That loud flat line sound (And I'm pretty sure about this), was you're CPU. Just because you ran & passed the stressed test is nothing compared to running the system under load? That's why when you put in you other memory nothing changed. If you hadn’t mentioned you clocked up the FSB I would have come to the same conclusion hearing the loud flat line statement.
Can you test the CPU in another board? That is about the only way to be sure it's not the CPU. Memory does not make that kind of sound. Memory makes short & long beeps.
You can try clearing the cmos/bios by going to pg. 2-18 in you're user manual. This will reset the bios back to default settings & cross you're fingers!

You could try reseting the Bios settings using the jumper of the motherboard after installing the new Rams. Anyways ,its working, so don't do that now :P .

There could be a hardware problem on the computer if the power button led light is "Orange/ or amber", if you can open the computer, try removing one memory card at a time and see if the power button will change.

Try this: remove the DMOS battery and unplug the on/off switch plug. It's the one in the corner near the power supply. To be sure follow the cable from the front on/off switch board on back to this plug. Then plug the A/C cord in, if the system boots up fine, then replace the front panel power on/off swith board. Naturally you will not be able to power off the computer using the power switch (since we unplugged it), so you will have to just pull the plug. Hope this helps. Joe
