On most stoves, the air shutter is just behind the burner gas valve. It is a sliding plate or tube that covers the burner air vent. Loosen the set screw that keeps the shutter from moving. While I'm not an expert on Rinnai, The first two things I would check are:
1) Turn up the gas mixture if there is an adjustment.
2) Clean the burner. A part could be dirty and inhibiting enough gas coming in.
Gas flame on all gas appliance should burn clear blue. Yellow flame means you need to clean the burners. This applies to stoves, oven, furnaces, water heaters
I did a google search for: clean burners on gas stove. There was more information and helpful tips on those links than I can honestly repeat here, including how-to videos.

Flame failure. The stove started and ran for a while then quit. Out of gas, power failure??? Try to restart. IF you get an 11 code then you may be out of gas.
I had this same problem last year and went through all the checklist in poshpoms suggestions ( I am on mains Gas ). The issue was caused by the Flame rods. Near the 2 pilots at the front and the back. Those small rods each that 'senses' the flame become inadequate, so they were replaced with a new pilot assembly from Rinnai that had longer rods and better coverage. Issue was fixed. Good Luck.
You need to have a new mat put in the bottom of the burner. When this mat lifts, sometimes the flame will cause a moaning noise with a large yellow flame. A new mat and maybe a burner ring will fix ya.
Next time you try your stove watch the flame. If the flame goes away and then the error code comes on, you have something wrong with the over temp circuit, gas or gas valve, If the code comes on and then the flame goes away you have a flame sensor problem.
EE2 means no ignition. It could be No fuel or low fuel, dirty filter. You need to look at the flame when you try to start the stove. If you have flame then the igniter is good. If there is no flame and a bumping noise you have a fuel problem. No flame and no bumping you may have an igniter problem. Feel around the burner pot to see if it gets hot. A bad igniter will lead to a flooded stove if you continue.
There is no valuable, practical adjustment for the flame on a Toyo Stove. A yellow flame can be caused by several things. How old is the stove? When was the last tune-up? A dirty sooty carboned up stove will have a yellow flame. A breach in the flue pipe will cause a yellow flame. An incorrect installation of the flue and exhaust hoses/metal exhaust elbow will cause a yellow flame. In the last scenario, the intake will be hooked to the exhaust and the exhaust will be hooked to the intake ports of the flue pipe. A malfunctioning fuel pump can also cause a yellow flame. The wrong fuel can cause a yellow flame, too. Most likely, your stove is dirty and needs a tuneup. It should have a bright blue flame if it is clean, and operating correctly.
