Try a few basics first. Does it have a 'Free Wheel' switch or lever to disconnect the motor so you can push it? Move this switch all the way to the opposite position it is currently in, turn on the scooter and try it. If it still doesn't run turn it off and return the switch/lever to where it originally was. You should feel it 'clunk' as it moves from position to position.
If the battery can be removed easily, lift it out and refit it. This makes sure it is sat in position correctly.
