The brushes are hitting the hard floor surface. Normally it's best to have the brushes turned off when vacuuming hard surface floors but your model probably does not have that option.

I'm not sure what bag your referring to. The only bag for this is the carrying bag. So I have to assume you mean one of the filters. There are three filters for this vacuum.
Primary Filter.
Exhaust Filter.
Secondary Filter Element.
