I think it is saying that the wifi "card" is set so that it is not being configured by windows.
In XP
Control panel > Network connections
Under LAN or High-speed internet you will see an icon labelled wireless network connection. Right click on this and then click properties. You will see three tabs at the top
General - Wireless Networks - Advanced
Click on wireless networks
There should be a tick-box saying Use windows to configure my wireless network settings. I expect that, in your case, the box is unticked which means that the software supplied by the vendor of the wifi card is configuring the settings. I find that it is usually more reliable to let windows do it.
So tick the box and click OK. You may then have to reboot.

Activate and connect to a WLAN
1.In range of WLAN network, access an application or menu that needs a wireless connection.

4.Select a network profile from the list.

Create a new WLAN
1.On the Home screen, press <Start> → <More> → Settings → Connections → More... → Wi-Fi.
2.Select New...
3.Enter a network name, configure connection settings, and press <Next>.
4.Enter network authentication settings and press <Next>.
5.Set the IEEE 802.1x access option and the extensible authentication protocol (EAP) type (if necessary).
6.When you are finished, press <Finish>.

OMG all 3 manuals are gone there, shows silly HP mindless OOPS. (they have vast bad links there and sad to see it endless)
but is SSL errors, http not https.
but now works. I had to try 3 times.
there are 2 ways. or 3 using smart app.
learn your router credentials (at home?)
or use WPS. or pin. way. (some routers now do not have PIN way and only WPS button.
the printer is not old still sold at newegg and vast others.
odd that HP support page is dead. very odd.
this printer has toggle switch
if was set to USB must be reset to use WIFI connections, or wifi will not setup.
seen it me, done it.
use USB connected is more easy.
