There are a lot of Windows password revealers and crackers available, but I’ve found that Windows Password Recovery Tool is the most effective.:
it not only supports XP, 2000, and NT, I have personally tested it with Vista Home Premium and Ultimate. It works perfectly to reset any local user account to a blank password
You can use the ISO to burn a boot CD. Follow these instructions:
1. Download ISO file from http://www.windowspasswordsrecovery.com Windows Password Recovery Tool
2. Burn to a CD using a CD burning tool such as Nero or Roxio or MagicISO
3. Insert CD into drive and reboot.
4. You may have to select an option in the BIOS to get the computer to boot from the CD.
Booting up and clearing a password takes a minute or two works like a charm.

Is it a bios password or windows password?
For Windows Password, As far as I know , there are two main methods to solve the windows password problem as follows:
1st Method:
Start system and when you see Windows Welcome screen / Login screen, press ctrl+alt+del keys twice and it'll show Classic Login box. Now type \Administrator\ (without quotes) in Username and leave Password field blank. Now press Enter and you should be able to log in Windows.
Now you can reset your account password from \Control Panel - User Accounts\.
Same thing can be done using Safe Mode. In Safe Mode Windows will show this in-built Administrator account in Login screen.
2th Method:

Each Dell Inspiron has a master password that clears the BIOS password. Call Dell Technical Support at (800)624-9896 to get this number.
Dell Technical Support will request the Service Tag and Express Service Code from the bottom of the Inspiron.
If the current user is not the original Inspiron owner, Dell will transfer the used Inspiron's registration from the original owner with only the Service Tag and Express Service Code from the tag on the laptop.

well you lost the old PW
this laptop is 16 years old today.!!! a relic.
all the batteries in it that old are NO GOOD.
THE RTC NVRAM COIN cell battery is no good.
the big battery just remove it leave it out.
run on AC power only.
the RTC battery must be replaced.
or BIOS will lie to you, big time.
do not skip this step or you will fail.
it is under the keyboard RTC coin.

A brother gave it to me.the screen was broken I sent it to be replaced .when I asked him of the password,he said is a long time so he cant remember

park the new useless 16year old battery. huge. run AC power pack now, only, and even for ever if that floats your boat.
JOB1:
1: install new RTC coin cell, $1 or tad more.
2: connect external monitor to jack named that. and test the PC .
3: oops has locked down BIOS admin password.
if you can not cure that save the expense of buying new LCD.
