You need to tell it you have surround speakers. Page 30.

SOURCE: ONKYO TX NR 709 OPERATES WITH 120V FOR US BUT I
If your Onkyo does not have a voltage button (usually on the backside close to the power supply) where you can shift in between the needed voltage (typically from 110 - 230 voltage) you need to purchase a Voltage converter.
You need one that is able to convert from 110 volt and up to 220 volt. (Step up)

Very poor parts support. They will, flat out, refuse to sell any parts directly to consumers. Stating safety concerns...yeah, right.
Onkyo does not care if their products occupy landfills. They just want the profits.
I have tried just about every Onkyo authorized distributor, and NO ONE will sell me Onkyo parts!
I agree, don't buy Oinkyo
