It is the fast freeze switch. It keeps the freezer full on even if it gets down to its operating temperature. You will see the yellow or orange light come on. You do this if you want to add some new item in the upper fast freeze compartment. Make sure you turn it off after about 2 hours.
If it has a fan in the freezer it need to be running to circulate the cold air.
If the coils are not icing up evenly from top to bottom you have a system low on freon.
The light frosting is normal.
A model number would really help to troubleshoot the problem.
