Turn it off, remove the stock, tap the sides with a block of wood and scrape to the bottom of the freezer with a dustpan and scoop it out. Refit the stock and switch back on. Takes 10 minutes. Check the lid seals properly once defrosted and check it's not accidentally in superfreeze mode.
Yes, the freezer temperature means the lid gets very cold. Every time you open it some moisture condenses in the lid and the outside ambient also affects it. The insulation may be beginning to break down and the ice is forming inside. It is not a major problem however and many freezers go on for years with freezing lids!
Normal phenomenon due to inside temperature and insulation properties of lid. Nothing to worry about unless you start getting bad condensation on the lid, when it's time for a new freezer!
