yes!!!! very common problem. soldering the vertical section and the grounds around the tuner section will fix it. guaranteed fix. for a quick fix, take off back and while tv is on, take the plastic side of screwdriver and tap tap tap the tuner section. see i told you that would fix it.

I bet both TV's are connected to cable TV? This was a problem and required different fixes. There was a law suit against RCA for this issue as they said there was nothing wrong with thier TV's that it was a cable issue. You will probably have to contact a local TV shop for repairs as just audio boards won't fix the problem.
