Damaged fuses to turn it the TV is of little use sylvania 22' Lc220ss1

have you tried to replace the fuse? Most likely there is a short circuit on the front side of the power supply. If you have any electronics repair experience, I would check for a shorted diode, bridge rectifier, or switching mosfet. You may be better off replacing the power supply.

Cause of blown fuse

Blown fuses are due to sudden power fluctuations and/or short circuits inside the TV. It is not advisable to replace the fuse, without checking for any internal shorts as it might damage more parts inside when making attempts. A qualified service technician will do a bulb check across the fuse to ensure there are no short circuits (The best way to do it).

Your panel is defective. Only fix is to replace - not cost effective. You need a new TV.
