It depends on what sort of winter you experience. You should ensure there is enough antifreeze in the coolant and the screenwasher system and keep the battery fully charged and ensure the routine maintenance is up to date and the vehicle should remain a reliable starter, though in fairness dampness is a greater enemy than cold - as the temperature drops it tends to dry the air.
A petrol engine in good condition should start reliably down to -15 C and beyond though warm-up time will be rather extended (until the heater begins to work). Reliable starting when the thaw sets in is a bigger problem.
Diesel engines aren't as good in very low temperatures and have to be in particularly good condition to start reliably in below freezing conditions...
