I have a seiki led tv model number SE40FY01UK, which the standby led flashes between blue to red as the seiki logo is displayed, and then restarts and goes through the same process.

Please disconnect all accessories. Then turn on your tv again. Please make sure that neither the power button on the tv or that on your remote is stuck because this could lead to the issues that you've mentioned. Otherwise, you'd need to factory reset your tv.
I would venture a guess that it is the main board. You should be able to find one cheap on ebay, then go to you tube for a "how to replace" video. Not hard to replace.
