Remove the auger belt housing cover 4 bolts (10mm), if you are lucky, you can take the belt out, or just cut it. The slide the new belt between the auger and driving pulleys. there is a break pad under the auger pulley, so have someone engage the auger handle and put the new belt on the auger pulley. Or you can remove 10 12mm bolts and separate the auger and engine. Even though you have remove more bolts, it is easier.

the chokeis connect to the carb.it opens and close the trottle.try to locate where to connect the cable to opperate the trottle

yes you can adjust the throttle cable, did you leave gas in it over the season, if you did this is definitley the problem, dump out the gas and pour new.

i have a old ariens ST724 snowblower engine will only run with full choke.

Sounds like you are hitting the governor. Watch the arms at the carb when you move it to full throttle. The arm should hit a screw. Turn this screw clockwise, until the reving stops.
