This error means that cables or one of them are not detected. The issue can be fixed by reinserting the cables or by checking for any damage to the port. Updating the BIOS can help fix this problem, however, if that doesn't work, reconnect the cables and check for the connection after turning off your computer. For assistance, the service manual can be used. Once the damage is recognized, fix it and run PSA diagnostics. If it shows no further error, you're good to go. If there's still an error code, visit ePSA online tool or dell support for 24/7 assistance.

the trouble here is not telling what PC model is here,.... let me tell why.
first is legacy or UEFI.
The PC if new was in UEFI mode.?
and when the battery dies, you lost NVRAM configs for BIOS,
that means with a new battery
you then
1: F2 in to BIOS and set BIOS to defaults.
2: on some PCs it sets boot to PXE, do not allow that ever at home, disable PXE now.
3: then the hard part, is boot order and secure boot, page F2,...still.....
if was secureboot before set it to secureboot.
if not set it to legacy boot as HDD or SDD first. in ORDER.
NO PC TOLD not even a clue making answer wrong or crazy complex covering 20 years of PC, is not going to happen here.
or find a shop to fix this very simple low cost fix. $1 battery and flip BIOS bits.
done.
if you see on the boot order page
windows boot manager as choice that is probably the correct choice.
aka, secure boot, all new PCs by dell are shipped like that now. w10 up new.
