The treadmill has a 'folding' feature for the incline setting. A safety switch must be reading this feature as not locked. Try this. Set the incline to 0% and the speed to zero. Step in front of the treadmill and using both hands carefully raise the whole front until the legs click and lock into place.
To lower the treadmill kneel behind the treadmill. Place your Right hand on the belt and lean your weight on it. At the back of the treadmill on the Left side panel is a lever. Pull this lever until the treadmill stops lowering.

FET Stuck on Error / Err 5 - This error is probably caused by the driver transistor on the motor controller is detected to be shorted out. The fix is replacing the motor controller.
