You did not state if it was a front or rear tine tiller. This is for the front tine tiller:

The rear belt has a 1/2 twist in it for reverse. The front belt goes on nomally.
If this does not help you I would like a model number if you can locate it so I can get your the proper routing diagram.

You should be able to turn the tines. Check them by hand, sounds like a bearing is frozen.
