OK buttons, but first is NEVER menu buttons. first is power button is it glows white, not blinking with blinking meas Sleep mode, (push power button again) 2nd is the screen when you turn on any monitor, even no PC present the monitor has splash log screen, that must happen, if the monitor is dead the screen must not be dead,is it?
learn now menu buttons work first. here is the rules. (all monitors 20 years) 1; the menu works if the PC is on and has valid video signals on VGA or DVI port. is PC dead or silent. 2: now if no PC is present the Menu button does work for 15 to 60 seconds, just AFTER POWER BUTTON ON MONITOR IS TURNED on and as you see the Gateway monitor splash logo. after OSD timer runs out 15 seconds the OSD menu button is now turned off. (to prevent LCD burn and shadow damage)
this is how to test any monitor.
step1: turn on monitor, see it splash, if not monitor is dead. step2. turn on monitor then OSD menu must work inside the 15second rule or monitor is failing. if power is dead the power pack to the monitor a line wart power pack is dead. or worst there is ALWAYS worst.(possible)
SEE THIS POWER BUTTON TELL WHAT IT DOES FIRST AND WHAT THE SCREEN DOES, WHEN PUSHED FIRST.

If it is a membrane type button then the problem might be with the conductors under the button which can be fixed by cleaning it with isopropyl alcohol.

its just a switch, it closes and OSD pops. on demand by said switch, OSD is a timing processor in the display that has the OSD code in it , "program"
Unplug the monitor power cable and plug it in back after 5 seconds. This should remove the "menu box". But I suggest you to call technician to fix the hardware problem with your monitor buttons.
If the buttons are micro-switch type buttons (like you would have on a car's alarm remote) and they don't have the proper feel, then the monitor is probably ready for the recycle bin. Doing a little looking around it appears that the monitor you have is prone to failure. I think you should look into a replacement. Samsung makes a great monitor these days. I would steer clear of anything made by HP. Here is a link to someone else's woes with that particular monitor. Good luck!
appear. You can do different function you want for your monitor to do such as turning the menu off. Observe if the button is working properly, if it is stuck the "menu" on screen won't go away.The buttons are either on the right hand side facing you or under the panel.Buttons go bad due to improper use. If it is bad you have to replace the control panel.
try powering off your monitor and disconnect the cable at both ends. switch the ends if that doesn't work try another cable.then turn the monitor back on see if the osd menu went away.
