How to repair tcl 21189 u h-out always shorted

If horizontal output transistor shorts repeatedly, the reasons are so many.
Freewheel capacitor [****pF 2500V]
Shorted winding in the deflection yoke.
Horizontal oscillation frequency is more than normal. [Main IC fault]
Over voltage B+. [Comes out from SMPS]
Horizontal drive transistor and/driver transformer fault.
Check all these. If you wish to get some details; check the site linked here. Viewing it in "Mosaic" will make surf easy. Surf the site with patience. Pull up older posts. Surf the site with patience.

What is the use of Transistor D1555?

That is a generic number and actually is a 2SD1555--it is the horizontal output transistor used for the high voltage the set develops for light on the screen among other things---out of circuit it should have no short from C to E. Emitter to Base will likely be a low reading but Base to C should have a reading in only one direction--at least 4000 ohms and nothing in other direction.

I am not familiar with this make but normally the cause of line stage transistors blowing is either power supply faults, line transformer issues or tuning capacitors including flyback diode issues.
