I opened my delonghi Eco 310 yesterday to fix it, the knob is a little pain in the buttox, even with WD40 and some force I almost did not manage to get it off! It took me 30 mins and some little whacks with a rubber screwdriver to loosen it up, it does come off!

remove the cover from the machine, loosen the allen screw that fastens the steam knob to the shaft, move it slightly and retighten to allow the knob to close the valve a bit more. I have had to do this a few times in the 9 years I've had my machine as either the knob loosens or the valve threads wear a bit.

You have a stuck check valve. Try running the pump with the steam knob open, then shutting it then, opening it 4 or 5 times and see if it will pop open. Make sure that you don't have the portafilter in at the time you are doing this.

Same thing happened to me and I had to push down on the water tank a little more firmly. It looked like it was seated okay but I guess it needed to be pushed down more to open the little spring-loaded opening at the bottom.

Take a flat head screw driver and gently pry the knob out ward. It pulls off but has a spring that makes it secure so it takes a little prying. At least that is how I go mine off.
