This Error 1702 problem can occur if all the following conditions are true:
Because the files in an administrative installation are uncompressed, and the files on an Office CD-ROM are compressed, the Windows Installer cannot resolve the differences between the two source types.
The resolution to this problem depends on whether you can obtain access to a network administrative installation. Use the following methods, as appropriate to your situation.
If the original administrative installation from which you installed Office is not available, you can use a different administrative installation for the Office source file location. To do this, follow these steps:
OK
new network path\Setup.exe /fvm package name.msi
where new network path is the full path to the alternative network administrative installation, and
package name is the name of the Windows Installer .msi package on the root of this administrative installation (for example, Proplus.msi).

I suspect your problem is related to the fact that you are loading
software on CD-ROMs from a DVD drive and XP is having problems
locating the drivers but the fix isn't simple.
Microsoft says that Error 1706 is a Microsoft Office Error code which
indicates that required files can not be found by Setup. Since you
are trying to install new programs I feel that this is probably the
correct interpretation of your error code.

Usually answered in minutes!
seems you forgot to say upgrade word.
not fresh installed.
if you fresh install then there is no such thing. PP12.
nor what OS is there now w8? w7
the installer knows there is no PP12 support for W10 and stops, that tells you to
1: remove PP12
2; or do fresh install (always best) are you backed up your data, also not told this.
well remove Paperport 12.
first.
then w10 be happy.
the real problem is that you failed to ask HP.com for support on w10, and for a fact there is no HP support on w10 for THIS PC,!! fact.
same as mine too, but have w10 on mine after
disabling many failed things on said PC.
all finger print readers first.
windows 8 is max on this PC officially via HP.com
on mine the hDD drop protectors software is dead too. so put in SSD and disabled that device in the BIOS.
there is more dead things in the device manager too, but all are useless to me.
I have sound and ethernet and wifi working w10
0n mine. not advanced security toys.all are dead .
w10 can be forces on this PC just takes lots of hard work, ok? are you up to work?
you can sometimes force w8 drivers on to W10
but I will not cover that here, in fixya
but google this.
loading w8 drivers to w10 in compatibility mode.?
bingo, vast vast examples, even microsoft.com tells you how.
upgrades are very hard, if lots of apps loaded that do no support w10, ! or hardware.
