Transmits and receives no modulation out

I am not an expert but I think there can be little or no modulation of the carrier wave unless there is an audio input to the modulator. Like any audio amplifier a transmitter modulator (amplitude modulation) is quiescent without an input.

If the modulation amplifier and audio pre-amp are working and modulating the carrier wave and the antenna is ok then audio modulated radio frequency must be being transmitted.

It would be an extremely good quality CB that had a modulation meter. Mostly all they have is a meter giving an indication of the rf power being sent to the antenna and that rf (radio frequency) power would be the same whether modulated or unmodulated.
The modulation envelope, incidentally, is traditionally viewed or measured with an oscilloscope.

The indicated rf power could be verified using a field strength meter but the only practical way to discover if a standard CB is transmitting modulated rf is to listen to the transmission on a suitable receiver. If the squelch is turned down it will be obvious if the rf carrier wave is being received as the hiss would be silenced. If no audio is received it can be assumed none is being transmitted.

I suggest you try another microphone and lead and if that doesn't work it is clearly a job for a repair shop.

make sure the switch cal.awe,s/ref is set to S/RF if it is the meter went bad

Would it be best to tune my galaxy dx 98vhp which has a low rf power of 40 watts and a rf hi power of 150 watts. I see that alot of shops have a rf low power of 10 watts and a rf hi power of 60 watts and...

set your radio meter to modulation and just key the mic.Now say something .watch the needle on the meter and it will swing.

My ANT light comes on when ever i push the mic button but my SWR isnt that high

The meter will be more accurate and an external meter will be even better. If they show good disregard the ant light it is adjustable. It may have been set to sensitive from factory. These erroneous SWR reading can be the side effects of a PEAK & TUNE if the coils have been spread but that should also show on meter.
SWR meter calibrations

Switch (S/RF SWR CAL) to the CAL position.
Push and hold mic button
While holding mic button adjust the SWR CAL knob so the meter needle swings to the CAL mark on the meter
While still holding down the mic button, set the (S/RF SWR CAL) switch to the SWR position, to read the SWR reading. Note: When switched to SWR position the meter needle should ideally be as far to the left as possible. Anything over 3 is not acceptable.

I have a Cobra CB Radio and was wondering if I have it on SRF or SWR or CAL

S/RF/SWR/CAL SWITCH. When in the S/RF position, the meter swings
proportionally to the strength of the received signal. When transmitting,
the meter indicates relative RF output power.
When in the "CAL" position, the SWR meter can be calibrated by adjust-
ing the "SWR CAL" control to the "CAL" mark on the meter face.
When in the "SWR" position, the standing wave ratio is measured.

You will want to operate on S/RF position.
