Right now you can't connect Netflix Element..
Where your Smart TV already has an app in its app pages, start that app, log onto your Netflix account (which you need to pay for) and watch away.
If your TV does not have a Netflix app, give Player a try at http://www.Playora.com - this is an app that runs on a PC and lets you open content on the screen of the PC and toss it to a lot of different Smart TVs (Samsung, Panasonic, LG, Sony, JVC, etc.). Ithing, It will be helpful for you.

The TV Needs to be connected to an Internet Connection!
Either Wirelessly, connected to a Hotspot - most likely your WiFi from either your modem or router, depending on how you get online?
Or... Your TV can be hard wired, with a cat cable directly from your Modem/Router to the TV.
If hard wired, double check in the settings page of your TV (Navigate there with your remote) and confirm this.
If wireless, again navigate to settings and scroll to Network Connections, or something similar, (can't be specific since you didn't provide make and model) choose wireless, locate your home network name, enter your Password, and your TV should now connect to Netflix, among other platforms.

Have you tried using an Xbox Wii or Ps with your tv, cuz some TVs with build in Wi-Fi just never work right. Also plug it straight in to your router check in settings for an update, good luck
Go to the apps portion of the TV, and if they were not pre-loaded, just go to the app store and download them.

if all are dead then your local network is dead.
if only netflix is dead, then only that player is dead, as it is on all very old TVs.
the maker of the TV most times does not upgrade the netflix player app on the TV and it is dead.
