Check holes in spray bars, and clean as necessary. Those holes on an angle are the ones that propel the bars.

Top rack not getting clean on Normal Cycle

Empty the dishwasher. Look at the 2 rotating plastic arms in it (like 2 bladed windmills) spin each one, do they move freely without hitting anything? If so remove the top one (its a press on fit) the look inside it with a torch, is there any debris or dirt inside it blocking it? Water has to flow inside it or it will not spin, and top rack gets no water spray.

Recently there's been a white coating on dishes. Has to be scrubbed off manually or soaked in a vinegar/water solution. I flushed out the rotating arms to be sure water flows thru & it does. Checked...

use any brand of dishwasher cleaner from a local store and run your dishwasher with it.I would also recommend that a calcium lime and scale remover be ran through your dishwasher to clean it out.
this may have to be done a couple of times.

Both spray arms of my DU943PWKQ0 do not turn or spray. The motor is moving and the it drains without problem. During the wash and rinse cycle I can hear the sound of water, however it doesn't clean at...

Try rotating the spray arms by hand. It should rotate freely. If possible clean the arm rotating place by removing them.

Arms rotate by by pump pressure only. finally check the water pump also.

Kenmore dishwasher. The upper rack is not getting clean. Even very light residue remains. And, detergent is left in door at end of cycle. The bottom is filling up, so I don't think it's the intake valve....

I find it odd that the dishwasher is filling with cold water if the water is hot at the sink. It sounds like the dishwasher is connected to the cold water line rather than the hot. Check under your sink; if you've got standard plumbing, the dishwasher supply line should be connected to the left water pipe.
Regardless, the water temperature doesn't fully explain the symptoms, especially the detergent left in the door (assuming you're using fresh detergent and it's not caking in the door prior to washing).
I would check the blades again. Even thought they may appear clean, there may be debris in them that get forced into the openings during operation, but fall away from the openings when the water flow stops. Remove the blades, run water into them, then invert them to drain while rocking back and forth. If there's crud in them, you may need to do this several times.

Will not clean dishes on the upper rack

Make sure you get water to the dishwasher. Check to see if the water shut-off valve (located under the sink) is open. If you get water to the dishwasher, but there is still no water inside during the fill cycle, the problem might be with a faulty water valve (located at the bottom of the dishwasher, behind the kick panel, on either side), in which case replace the water valve.

If there is not enough water, the dishes would not get cleaned. This could be caused by a partially closed water shut-off valve (located under the sink), or a faulty dishwasher water valve (located at the bottom of the dishwasher, behind the kick panel, on either side).

There is usually two, sometimes three spray arms in a dishwasher. Make sure there is no debris blocking the holes inside each spray arm.

Kenmore Quiet3 not cleaning top rack, now stopped cleaning all

The problem is likely that the cutter/chopper filter is plugged. This reduces or eliminates water flow to the cleaning arms.
Solution:
Remove dish baskets
Remove bottom arm - Rotate the centre post until arm is free to be lifted out.
Remove conduit to top arm(s) - Remove 2 screws, one at top and one at back. Rotate whole conduit 45 deg right and lift off of centre post.
Remove bottom plastic assembly. - Remove 4 screws and lift off.
Remove cutter cap. - Remove 1 screw at front left. Lift off plastic cap. Remove cutter filter. It is on a spring loaded pin. Pull cutter blade foreword and lift filter disc straight up. Clean filter disc thoroughly
Reassemble!

Dishes not clean

One of 2 things is wrong.  Either the direction solenoid has failed is not cycling the water between the upper and lower wash blades or the control board that controls it has failed.  You will need a qualified LG technician to diagnose and repair the problem.
