Also... burrs on hook or bobbin. Always try a new needle, different thread and bobbin and bobbin case along with different cloth material.
You may have incorrect tension in the top needle and the wrong size needle or thread for the material you are sewing. You could have an old blunt needle too. Or old thread. Or the thread in the top does not match the bobbin thread. Hope this helps:-)

Sounds like your needle is inserted backwards, remember flat side faces the rear of the machine, and your threading is not right, rethread and test the thread by pulling it with the presser foot up
SOURCE: Singer Simple 3116, tension way to tight even when
Call Singer at 1-800-4singer customer service, if you play with the tension and don't know what you are doing, you can mess it up big time. Watch the dvd that came with your machine and read the manual

Turn your hand wheel towards you so that the take up lever is at its highest point then thread it. Watch your dvd that came with your machine or look at your manual. If, you cannot find your manual go to singerco.com and download one for free. There is a take up lever, really. Good luck

SOURCE: Hi! I have a singer simple 3116 sewing machine
It is the top threading that is giving you the problem not the bobbin thread. Try this, totally rethread, the machine. A new needle will not hurt either. Now with the presser foot up, pull on the top thread, it should feed smoothly, now lower the presser foot, pull the thread again, it should barely move. This usually will seat the thread in the tension discs.
Good luck and Merry Christmas
