Hmm, Cindy Wells as volunteer has covered about every aspect of properly functioning hardware and done it in a clear and organized manner. Here is yet another page covering the basics. https://itstillworks.com/connect-dell-laptop-emerson-hdtv-16159.html
What port is the computer connected too? The PC input usually is the VGA input. If you have connected an HDMI cable, try using the appropriate source. Connect the cable with the computer and TV both off. Then turn on the TV and set it to the desired input/source. Finally turn on the computer.
Next, do you have a laptop or a desktop? If it is a laptop, try enabling the video output for the external display. That is often disabled to reduce power usage. You may need to enable the port in the BIOS. Next check your display properties in the OS. For most versions of Windows, you can right click on the display anywhere there is no running program or icon. Choose Display Settings and scroll down to the Multiple Displays section. Press the Detect button to see if the computer sees a monitor.
For a desktop system, check if you are connected to an active port. If you have a VGA card in the system, check that the video cable is connected to the card. No signal will be provided at the motherboard video ports. Again you may need to check the BIOS for this information.
I hope these steps help. If they don't work, try a different video cable. Make sure that the cable being used in the correct direction for some adapter/converter cables. (DisplayPort to HDMI, for example, cables are not bi-directional.) If you are using a multiple monitor set-up, make sure that you haven't exceeded the number of monitors that the VGA can support. Many systems have a limit of 2 monitors, unless Active DisplayPort adapters are used for additional monitors. Please add a comment with more information about the computer and the TV model number, if you need further assistance.
