Have you have selected the input you are using? You can switch between analog and digital input. The monitor would stay in power save if the input other than the one you are using is selected.
I believe the default input is DVI. Are you using VGA?
In the menu, under advanced, you can select the input.

Just had the same problem... what worked for me was simple. Unplug the cable from the monitor, hit the power button a few times until Dell screen poped up with a few color bars because it knew it was no longer connected to a PC. Then plugged the cable back in and all was fixed.

that means some have sleep timer inside the monitor, push OSD menu button on monitor
turn that off for sure if seen
this Monitor is LED backlamped,
and has no internal timer
if the PC goes to sleep the monitor power lED goes to AMBER to tell that fact.

a working w10 (is it) PC will not get stuck
all you do is hit any key on the keyboard
and the PC ends sleep mode and can be slow if using nasty hibernate mode.
if this fails that means
the USB ports are dead. wire keyboards
The controls for sleep are deep but in one place per above.
make sure USB ports are not dead in device manager. and drivers good there, no errors.
then make sure power settings are set correctly. make sure wake on USB is turned on not off.
a mouse too (wired) can wake up a PC tool
clicked.
if PC is old and upgraded to w10 many of those the USB ports are born dead.
