Try to reset the camera - remove the battery and press the reset switch for about 5 seconds. Reinsert the battery. If it works while connected to the charger, your battery needs to be replaced.

If you're getting the 18-4489-957-000 error code, then give it a good tap on the corner where the lens cap is. A little tapping and the lens cover should pop closed. When you turn the camera on again it will probably work just fine.

I was just about to junk my camera when I googled the error code and found this very tip in another thread. It worked like a charm.

You don't have to. Just gently smack it a couple of times. I swear, it soounds strange but it works!!

I had the same problem. Did you ever figure out how to fix it? I called HP and they said I needed to buy a new one.

how do i restart my hp camera?

Try a safety pin in the reset hole by the battery compartment most paper clips seem to be much to big. Also hold the reset for at least 3 seconds. The first time I tried I just pushed it down quickly and it did not reset. I just fixed my mom's camera with the exact same error. So safety pin and hold 3 seconds. Smack it a couple times, gently. You have nothing to lose, AND, I swear it works!!!

check if the little metal lens cover is stuck open.  Mine was stuck open, so I just smacked the camera against my hand and the cover popped closed.  Then the camera turned on normally...
