SOURCE: Low voltage light flashing
I haven't worked on one of them in years but I looked at a breakdown and the parts are as I remember. Go to Milwaukeetool.com and under parts/service type in your model number and view the wiring diagram for an operational check procedure. I would first look at the cord and is the base sitting on 1/2 or greater plate steel. If rusted or painted you will loose some of the holding force. Also I don't know what motor you have but some of the larger units require a lot of amps to operate and it is possible that even though you plugged it in direct to wall the circuit wasn't sufficient to operate both units. Last resort call the tech dept. at Milwaukee and see if they have any ideas. That panel is a component part as you know and there were no replacement parts for it. This could be a backlight issue, an inverter issue or a logic board issue. Look at the screen closely, if there is a faint image it's either a backlight issue or inverter issue. To weed out between the two you can just order on inverter, they're 20 bucks on ebay, if that doesn't work, replace the backlight. Maybe the new screen was not wrapped right when it was shipped, that can easily break the backlight bulb. make sure you connected the inverter to the white and pink wires correctly. Backlight repairs are somewhat difficult. As much as I would like to be able to tell you a quickfix that will solve backlight the problem, it's a pretty arduous repair that requires 1-2 hours for a trained person. It's feasible to do it yourself if you're tech savy, but you'll most likely have to google for guides that show you exactly how to replace the backlight step by step. I work for Mac Repair NYC and i have to fix this problem a lot, it's so easy to break the lightbulb in the process.

SOURCE: no charging voltage to battery
Funny, My father who lives 300 miles from me, has a 7kw unit that, hasn't worked right since it was installed 5 years ago.Has had the sevice techs there so much,now they won't even come out anymore.I work in power generation for a power co. After trouble shooting over the phone with the old man,looks like the same problem.Low bat volts.

340v should be on power pwb plug PL on the 1 and
5 (GND) pins for the ballast. and the ballast plug CN should also have the 340V with pin 1 of that plug being GND nd pin 3 should have the 340V If the PL plug on the power board is low the power pwb has a problem most likely the doubler circuit. If CN plug voltage is high say 360V the ballast is suspect.

Troubleshooting switching power supplies just sucks, but there are ways of finding the fautly componets. In my case, a visual inspection found 2 bad capitors, the tops bulging open and oosing goo. If you look at the tops of any other caps they should be flat. You can also note faulty caps by discoloration of the circiut board itself. I had one other faulty cap on my supply that, by visual inspection had been running hot. After replacing the defective caps (Nichicon 105c) I went with an ohm meter, and checked the smaller transistors for faults. Q1 a very common transistor was bad (2N3906) with a base emitter short. In conclusion, it's the cheap caps that are at fault, sometimes taking the silicon with them as they short out. The unit is now working.
As an added note, I understand that there is a Radio Shack branded version of the HD3150 as well.
