Turn the machine on with dry hands. If it still won't start, unplug it or turn the circuit breaker off, then back on until the breaker firmly clicks in place and plug the machine into the outlet. Push the restart button. Some machines may require you set the knob to a specific setting for the reset feature to work.

This sounds like an electrical fault within your Candy washing machine.
Have you tried plugging your coffee machine, dishwasher or toaster into the SAME POWER SOCKET?
If so, does this still trip out the mains/house fuse?
If it does, it sounds like there is a fault in your house wiring.
If these "high power" devices/appliances do not cause the same problem, then you may have an Earth Leakage fault on your washing machine or something else inside it has short-circuited and will need servicing right away!
