There is a one way valve that only lets air from compressor to tank. If this isn't working the motor is trying to start under the pressure of the tank, and therefore tripping your breaker.

The overload trip is is not rated high enough for the load. When the compressor starts form zero pressure their is little load on the motor. It then pumps ok to the cutout pressure under gradually increasing load. When it tries to start on the intermediate pressure the load is too great as the motor drawers a higher current on start-up and has the additional load of the higher pressure. You have a 15 amp appliance running on a 10 amp circuit or similar depending on your countries supply voltage.

In order of likelyhood:
1. There is an inlet valve where the paint first enters from the hopper. With the machine off, you can poke your finger all the way down the hole. It's spring loaded and will depress abouta quarter inch. If the inlet valve is stuck no paint will pump in PRIME or SPRAY position.
2. In SPRAY position. Motor runs for a few seconds then turns off. This means the pump is working. When you pull the trigger, if you get poor pressure, the problem is in the gun. Unscrew the handle and remove the filter. Clean out everything you can, and replace filter if necessary. Also try turning the spray nozzle 180 degrees and spray to clear if necessary.

If your pump starts fine with no pressure in the tank and won't start with 30psi or more in the tank, you need to replace your pressure switch. I don't know what the move had to do with your situation but this is why you're having a problem. There is a pressure relief tube running from the tank check valve to the pressure switch. When the pressure switch reads enough air pressure in the tank and turns off the motor it also opens a valve that lets the pressurized air out of the lines from the check valve to the pump so the motor can start up again when the pressure drops in the tank. If the pressure in the pump isn't relieved, the motor is fighting against the tank pressure to start the pistons going up and down. If it can't overcome the pressure it trips the breaker. The relief valve is an integral part of the pressure switch so you have to replace the whole thing. The part you need is Porter Cable part number Z-D20596. Shop the internet for the part as prices can vary drastically for this part.

I also suspect you have an issue with the air switch Item 440. Electrically it appears you can check the resistance of the air switch by first unplugging your motor and depressing the start switch while reading across the power plug contacts. I would for sure try and read the air switch at the air switch.

There is also a pilot switch item 442 that appears to be mechanically opened when the air switch has pressure and is powered.
I just hate to say order parts.. until you can electrically prove that they have failed. Parts for this unit seem to be at premium prices!
