1) Install all of the usual Minolta software in Vista if you haven't already.
2) Create a new folder somewhere
3) Create a new txt file in that folder and name it minolta.inf and paste this into it:
; minolta.inf -- Test Vista Minolta Film Drivers
;
;
; To remove this driver and install the original
; manufacturer's driver, go into Device Manager,
; open Imaging devices, then click on the scanner name
; with the right mouse button and choose Uninstall.

4. Save file. Turn on scanner and go into device manager and update the old minolta driver with this driver. You may have to manually update it.
5. Once installed, all the normal Minolta programs now work just fine. Enjoy!
I tested this on Vista 32 Ultimate with a Dimage IV but it should work on all the models listed in the .inf file.
SOURCE: Where can I download a driver that will work in
Unfortunately support for your model has been discontinued. The most recent driver is here
http://ca.konicaminolta.com/support/americas/scanners/dimage-scanners/dimage-scanelite_5400/software_drivers/drivers/ver115_win.html
but only supports officially up to Windows XP.
If the driver does not work in XP SP3 and Vista, this may be due to full system access being required by the driver and/or its ancillary userspace software.
You can either try running it as Administrator, configure for XP or 2000 compatibility, or if nothing else works, you may be forced to install VMware or Microsoft VirtualPC and virtualize an ad hoc installation of Windows XP SP2 with updates inhibited, in order to be able to run the scanner. In enterprise environments whole PCs are often set aside to run outdated operative systems in a controlled environment; you may do the same thing with only one PC and VMware.

try this solution posted here 2 years ago originally and updated about a month ago. The solution is provided by KainAnderson
http://www.fixya.com/support/t872019-minolta_dimage_scan_elite_5400_vista
alternatively, there's something called vuescan that should be compatible, but it costs $39.95
