I find you can use a 12 volt laptop charger, it has the same 5.5mm tip, it worked fine on a stick light I once had it should work fine with the vector brand, if the LED lights up you'll be able to recharge from across the room

This is the spec for the 18 million thor cyclops which i presume will be the same for the 15 million.
Red light on torch flashes while charging. As soon as full charge is done red light stays lit.

I had one of them awhile back, I used a 12 volt laptop charger, polarity should be the same, if the red LED LIGHTS up you are set to charge it from across the room
