How do I set watch to local time?

if you don't have the manual you would need to download it from the manufacturer that should tell you how to change the time. Usually the mode button would get the display flashing then 1 of the other buttons should change it in 1 direction or the other. If you have a fitbit you have to download the app. and set it up with the app.
