To reformat your Nokia 3110c you need *USB cable which is compatible with your handset *A Computer *PC suite of your handset *Internet connection( with a Minimum speed of 1Mbps)
Here's How to do this:

*Install the PC suite *Connect to USB *Open the PC suit *Select UPDATE PHONE SOFTWARE(download the Nokia Software updater by selecting this option)
*Install the "NOKIA Software Updater"
*Select Update**....(It takes 10-30 Mins)
**Please don't disconnect while doing the process

You may try to change the date of your handset by putting 2-2-2006 or any previous months date, year will do and try to connect your mobile again the from there it will allow you to install the PC suite support for your mobile. Enjoy. Hope it works.

It's very detailed and should get your phone on the internet via bluetooth and connecting it to your computer.
As for downloading music you would need to download them via your computer, install the Nokia PC suite found here http://www.nokiausa.com/get-support-and-software/software/nokia-pc-suites/compatibility-and-download and connect your phone up either by bluetooth or usb kit to the computer and transfer your music over.

If you want to update your software you need to connect your phone to your computer that has Internet access and go Nokia website and download the latest firmware for your phone. Using the data cable that came with the phone.

go to nokia care & say them for software update

you can install software or transfer files by connecting your device to a computer via a USB cable and use the Nokia PC suite to do it..download the software from internet to your computer(its free) and install them.

remember to download the exact version which suits your device as there are numerous types of pc suites.
