You can't hook you TV to the monitor itself, rather the computer. If your PC has a wide white connector (DVI) that is supplying signal to the monitor, you could use a DVI to HDMI adapter cable to connect your PC to your TV. This is also possible if your PC uses a small blue connector with 15 pin holes (VGA) by using a VGA cable to connect your PC to your TV.

You may need to use the S-video cable for video. Make sure video mirroring is disabled on the powerbook. Also, make the external monitor the primary display by dragging the menu bar to it in Displays preferences (Mac OS X) or the Monitors control panel (Mac OS 8 and 9).
Every laptop has at least a VGA (computer video connection) and s-video cable port. A VGA cable is preferred if you want to be able to read text on your LCD TV. Check to make sure that your LCD TV has a VGA connector. It's a port that accepts a 15-pin connection so it's pretty easy to spot if it's there. It's just like a computer monitor cable if that helps. Should be able to find it at any local retail store that carries computers. VGA or RGB cable.
