Control blinks 9 times and does not show charging
SOURCE: My Jazzy won't move.
If your batteries are truly charge they should read around 24.5 VDC. And if the freewheel lever is engaged and you still have no movement your probably need to get into a service tech. Also check the circuit breaker on the chair.

SOURCE: have jazzy select series need to know flashing Code #9
Consult your owners manual for the flash code guide. I believe that you probably have a PG Drives Joysitck/Controller, in which case a 9 code would indicate problem with the brake system. Check the free-wheel levers by placing them in the neutral position, and then firmly placing them back in drive. Try to restart. If still flashing, you need to remove the seat and the shroud and examine the connections inside the base of the chair. The brakes are at the end of the motor, and there are thin wires coming from them back to the controller box. Inspect these wires for any damage, and follow them back to make sure any connections on the way are tight, and that the connections for all clip connections are tight.
The brake is electrically operated by a solenoid. If the solenoid has gone bad, then this will also cause a fault code. Contact your dealer for servicing this part. Good Luck.

Put the chair in free wheel mode and then back again and then turn the chair off then on again. Sometimes the chair will get out of gear just a littel.

SOURCE: jazzy select contol panel all leds flash 9 times,
Bob on each brake at the motor there is a micro switch that the controller gets connection info as to wether or not the chair is in freewheel. I have seen these switches break and therefore the controller thinks the chair is in freewheel. you could also have a bad brake solenoid that is not activating the brake when you try to move. I think the micro might be the problem because you say it flashes 9 times as soon as you turn it on. You can get just the brake assembly from Pride instead of buying the whole motor/gearbox assembly. You didn't say if you bought the chair or Medicare. If Medicare did then they will pay for most of the repair you can contact your provider or a repair service Repair Xpress @1-877-581-3733 or Roadrunner Mobility @ 1-800-467-2668 Hope this helps you

I find a lot of the controller Problems are caused by the cable running from the joy stick down to the controller gets caught on something or rubbed against something and one or more tiny wires inside are broken ... If I find a spot on the cable that is worn through, that's where I start .. Open up the insulation and check the tiny wires .. fine the broken one and repair it .. usually that solves the problem and saves you a couple hundred for the cable
