The best place to get these settings is from your service provider. Call up on their customer care hotline and ask. They'll send an SMS containing the settings.

I cannot receive any text messages that contain a picture

There are a few things to do that may fix your issue:

1. Delete text messages off of your phone (especially if you have hundreds of texts to one recipient)

2. Go to settings in your "messager" app and reset setting to default.

3. Make sure your APN settings are correct:
Go to "Settings"
Select "More networks"
Select "APN"
Edit your currently used apn...
Name: ATT
APN: wap.cingular
Proxy: none
Port: none
Username and password are blank
Server: none
Mmsc: http://mmsc.cingular.com
Mms proxy: wireless.cingular.com
Mms port: 80
Mcc: 310
Mnc: 410
Authentication type: none
APN type: default
