See this. At about 4 minutes, he shows where the bypass screw is located. The fuse could be an inline one and is probably located by the control switch for the tilt unit, but it may be located somewhere else, depends on who wired it up.

had the same problem. went to change the drive motor for it but found that there are drive gears in the steering column that were broke. replaced with a used one from junk yard, around $600

First make sure you are not in transit mode. Some outboards have a lever which keeps the motor tilted for trailering. You should have a fuse for the tilt motor, check that. If the pump is turning and it sounds like it is whining you are pushing air and either lost your hydraulic fluid or have an air bubble in the system. Check your fluid reservoir.

it needs fluid added. had a 70 johnson do the same, I saw no leaks but it was low on fluid, put some in and have had noproblems yet.

if you haven't fixed this already, take the pastic water pick up covers off there are two joiner nuts in there undo them, there is a plastic cone on each end take them off and it will slip through. I own the same model and year outboard.
