For many people, balance decreases with age. Stumbling is common with Parkinson's disease but since you describe an obvious cervical nerve problem in your neck, I would have that checked out. I suspect they will say you have degenerative changes in your vertebrae (many people do) but they should check you for a narrowing known as stenosis which can put pressure on your nerves going all the way to your feet.
