Even saying ICOM would help people to help you. That radio requires software and a programming cable adapter. It is new enough to do Narrow band. Best bet is to find an ICOM dealer to program it for you. That way, it will be on legal frequencies. Your unit is VHF, so it cannot talk to GMRS over the counter radios. It is a decent radio, we sold them and the battery life was good. Ask more if you want to know more.

firstly you will need to access the menu if you cannot these may be programmed using the proper software ,you will be able to unlock it then or give it to someone that can program it for you
