some transformer will run in 3 countries or more and switch or jumper to set , your countries voltage, 100, 120 or 250vac.

some rigs that old do not work at all on 50Hz power or burns up. (fixed many done that way)

the comments go 3 wire AC line is the only way, nobody ever today uses 2 wire with any kind of tubes and HV, 370vdc is lethal.
do not run any TUBE gear at all lacking the 3rd green (usa color) wire. (green-yellow in EU?)

1: NEW POWER CORD 3wire. 3 prongs.
2: STRAP THE PRIMARY OF ac TRANSFORMER TO YOUR COUNTRIES (HOME) VOLTAGE AC.
3: NEW FUSE MISSING OR MAKE SURE AMPS IS CORRECT. FOR YOUR LINE VOLTAGE.
4: LOOK FOR HACKS UNDER THE AMP CHASSIS.
5: tubes not broken or frosty white, all are bad.
6: power up with variac. first time,
7a: no smoke good, now try and input to the amp, (TV, phono, Microphone,or guitar.\ or any line audio near about 100mV.
even line out of PC but try not to blow up the PC .
some countries have 2 prong plug that only plugs in 1 way and the home is wired on one pin with actual earth ground and earth ground stake in the ground at the service entrance of the home. (3 wire is USA for sure)

now the bad news, this is for a TV
to save money the TV makers , did not put series CAPS (1uf at 500vdc) in both inputs
and that was done on the TV side.

that means any thing you connect now to 2 left and right inputs AF amps. will wreck the bias on both tubes grids and huge distortions.
all the Electrolytic caps are now bad, 100uf sized (large)
even worse the amp has no fuse on some models
but in the stead, used the TV fuse for protection, never run any Amp with no fuse.
there are lots of variances from PB
and is in the contract from TV maker to PB
and all that is a secret.,
that means only looking for horrors here matter.
and I can not see yours.
AC side can be a horror see this mess.

The style of power supply is different from a universal power supply. A universal power supply won't fit in the slot properly.

First, try wiggling the power cord while it is plugged to the laptop. Notice the power LED while doing this. Does it blink?
Next, do you hear any beep sounds from the laptop after you switch it on?
Next, check if any external device are attached to the laptop. If any, disconnect all of them then try to power it up again. If it did not work, notice the sounds of the fan & hard drive. Do you hear any?
Please answer these questions so that we could build a picture of what could be the root cause of the problem & what we could do to fix it.

the short cable running from the power button to the main board has probably snapped where it passes over the RH hinge. remove the screen surround to gain access to the power on switch area and check. it would seem to be a common fault with the packard bell
