Question about Celestron Optics
Do you have a fresh set of batteries in the scope? Better to use an outside 12 volt power pack with the Celestron 12 volt "cigarette" lighter cable.
This can be three things:
Bad cable from hand controller to scope.
Or a broken hand controller
Try fresh batteries first.

The power cable is the problem. The connector is loose fitting, and the cable is long and high resistance. Combined, these two things result in a significant voltage drop when slewing both motors. Replace the power cable with bigger wire, and tape the power plug down in the socket so it can't move. The other suggestion may help as well.
