I have LOC on the control panel and I am not able

Ok, if this is a heated tub then it is possible that it works off of 220-240 Volts AC. Either you have a disconnect close to or connected to the tub, or it may be wired directly to the main home panel. One side of the 220 volts circuit breaker may be tripped. (being that what makes up 220 volts is two lines of 120) Your circuit breaker may look like it is not in the tripped position, so shut off the circuit breakers then turn them back on again and see if that may have helped.

loc has to do with control lock:

control lock (press and hold)
to lock the controls between or during cycles, press and hold the add steam button for 5 seconds. loc will be displayed if you attempt to wake up a "between cycle" locked unite and loc will alternate with cycle time remaining in a "during cycle" locked unit. repeat to unlock the controls when you are ready to operate the washer. use this feature to reduce the likelihood of accidental operation by children.

sounds like the recirculation pump isnt working FL1 means no Flow pump 1

If the unit won't start, make sure power is on at the electrical panel or the electrical panel . Then test the pump and the motor. Check for and repair broken wires or loose or corroded terminals. If necessary, have the pump switch control tested and serviced professionally.
If the jets do not work, clear a blocked water intake of hair and other particles (see below) or replace a broken jet (see below).
If the water in your spa or hot tub is too hot or too cold, check to see if the high-limit reset switch has been tripped and, if needed, reset it. Adjust the thermostat setting and have the thermostat serviced if the problem persists. If necessary, test and replace a faulty heating elements

Yes LOC is a standard topside lock code.

Try these common unlock codes,

Press & Hold Jet Button for 6 seconds
or
Press & Hold Temp Up & Temp down for 6 seconds.

Possibly your jet button is faulty i.e. it is broken internally or when it is pressed the button sticks in the on position and locks out the panel.

If those common codes don't work let me know which brand/topside control your spa has and I will get a more specific answer.

How far over the set temperature did the hot tub go?

A hot tub may sometimes exceed the set temperature slightly especially if it's well insulated and has been on a long filtration cycle.

'Loc' usually means that the keyad is locked or partially locked. Check your quick reference guide and it will tell you how to remove the keypad lock.

This is a bad main board issue

Found the operating manual on the internet. We thought it was the child lock button but we couldn't release it. We found out that you have to hold both the "select" and the"option" button for 10 seconds to release the loc.
Hopes this helps someone else.
